Enable ratings feature at folder and individual level

The ratings feature at present is a global feature and is enabled by default as on - true.
Ideally it would be better if creators could disable this feature at folder or individual recording level within their profiles, while having the ratings remaining on globally.

I feel that way about many features. My preferred solution would be have the features enabled for the Organization, off by default, yet configurable by the users and/or at the folder level.
