Provide a Department logo link (like the existing Site Logo Link)

Settings provides a Site Logo Link: "The URL that the custom site logo links to. If not set the logo will link to the Everything page. This only takes affect if the site has a custom logo."
With Departments, you can have a custom logo within the department, but no way to specify a link for that logo. Clicking the department logo currently takes you to the Everything page. There are many reasons why that's confusing!
Would be great to have the ability to add a configuration for a Department logo link.
