Webcast an existing video

There has been some interest lately in being able to webcast/live stream an existing video for use in Town Hall, online language exams (where they only want to have the students be able to review each clip a limited number of times), and virtual seminar events. It would be great if we could produce a video, queue it for delivery at a set time, and have that fire off automatically with captions and everything ready to go.

Obviously one could webcast the video from their computer, but that introduces an unnecessary single point of failure as well as a drop in video quality.

I think part of this will be to allow users to restrict VSP for a webcast. In the case where VSP is restricted, users should jump in live with no option to seek around the video while it is still a webcast.
