Option to limit access to availability settings
Occasionally a lecturer will fiddle with their course folder settings and change the availability to "Sessions remain available until [the end of semester] 2020". Then they forget they've done this. Then a year or two later when they're using the same course folder for the 2021 or 2022 course, they get very confused about why students can't see any of their videos.
To prevent this, we'd like an option in the system settings to limit access to availability settings. The default should be the status quo, but it could let us limit to specific listed roles, so we could choose for availability settings to only appear for administrators, for example.
