Allow Site Admins to turn off the ability for Creators to Archive sessions

Rationale here is that Creators don't currently have any visibility into retention policies, whether that be at a site-wide level, for all of their personal folders, or within a folder. So, in the rare case where a Creator Archives a video (presumably for long term preservation), they may not realize that they are potentially putting their content in a state where it is more likely to be deleted, since retention policies have a section specifically "For Archived Videos...". From an administrative POV, I'd want to be able to predict when content is transitioning to Archive status based on retention policies, rather than have Creators intentionally, or mistakenly, do it themselves. I don't see any incentive for a Creator to do this on an individual basis either.
