For Discussion Notifications, Add Setting to Allow Notifications for All Videos you have watched

Discussion settings currently only allow users to get notified about:
- Discussion posts in videos they own OR
- Replies to their posts
This means that student in a course who are asked to discuss, don't get notification when others in their class post in a video.
It would be great to have a couple of more options for notifications.
- Allow notification on a video-by-video basis
- Allow Notifications for All Videos you have watched
- Allow notification for new posts, not just replied to my own posts
