Can "Creators" restore videos that were deleted as a result of a content retention policy?

Yes, if the policy is set to 'delete" and not "permanently delete" the sessions, Creators will have 90 days to restore the videos from the Recycle Bin. Content that is set to be permanently deleted skips the Recycle Bin and cannot be restored by anyone.
