Assignments Folders - add functionality for staff to upload on student behalf

Please could we be able to upload a video to an assignments folder and set the owner to a specific student, as if they had made the submission themself. There are cases where the student has been able to provide the video by sharing/USB/etc., but not add to Panopto. These are fairly isolated, but do happen.
Currently, you cannot do this.
