Allow quizzes on openly shared videos

Currently quizzes only appear to authenticated users. We'd like to be able to deliver videos openly to users without a need for them to be logged in, but still allow them benefit from the practice and review the quizzes provide. Data would not necessarily need to be collected, or if it was just one "anonymous user" that would be fine for this use case.
