More control over privacy in analytics

At the moment, institutions have the setting "Security - Hide User Information in Reports" but this is a binary off/on. Enabling it protects user privacy, but there may remain use cases for only administrators to have access to recent user activity eg for checking on student wellbeing. So more granularity in the settings would be advantageous.
We'd like additional system settings that would allow each institution to define:
- a retention period after which either the username/personal data is deleted from statistics, or all statistics are purged
- what roles have access either to analytics as a whole, or to usernames/personal data
