Content Retention Policy based on session's sharing permission

Set Retention Rule based on session's sharing permission so customer can keep public facing content un-archived. With the new Content Retention requirements on the new structure, filtering by age and views works in most cases however we use Panopto for some public-facing content where, though a webpage may receive few views and the video on that page receive no clicks for some time, we'd rather keep those videos available indefinitely, perhaps until their status is changed.
Therefore, would it be possible to introduce a Content Retention Policy parameter to take into account a video's share settings / access status?
