Add notification to users who visit "Content Restoration" waiting page

It would be very helpful if we could add a notification to each user who visits the waiting page for a piece of content that is in the process of being restored. As it stands, the content Creator gets an email as well as an optional notification to the individual who clicks "Restore" but I think it should go further to include the content Owner (maybe even all Creators in the folder) as well as each Viewer who visits the page after the restore has started.
I think this would ideally be implemented as a checkbox on the page for users to opt themselves in, but I think it would also work to just add them to the notification when they visit after the restore has started.
