Users Need Ability to Transfer Ownership--without Admin Action

Currently, ONLY Admin can transfer ownership of a video to another person. This is problematic.
Ex. Employee (or student) in one department creates videos for the supevisor or department and then leaves the institution. Employee should be able to log into his or her account, and transfer ownership of each video to a colleague at any time.
Without that ability, Panopto ADMIN are getting pinged constantly to transfer individual videos . . . or Panopto ADMIN needs to perform the action for lots of videos as folks leave the college.
Please allow individuals to transfer ownership of (not just share) their own videos to others.
