Watch percentage as grade item (i.e. watch 80% to pass)

We have a number of compliance courses where participants must engage with video in a time-based way. Would there by any way to make the the watch percentage into something which could be graded?

I believe Panopto can do this if you use LTI 1.3 - you can get a grade based on the percentage of the video watched.
As Michelle asks in the title, is there a way to set the threshold of percentage viewed? For instance, a student watching 95% or more of a video gets 100% credit, between 85-95% of a video is a score of 95, etc.?
I am not sure there is a way in Panopto, but you can probably do it in your LMS grade book. You could create a computed column with that logic on it.
