FR-6595: Download recorder links to show in the block even if a Creator cannot "Provision courses'

Feature Request Reference Number: FR-6595
Currently, the Panopto Plugin requires Creators to "Provision a course block" for them to be able to see the "Download recorder(Windows | Mac)" links in the Panopto block.
It will be good to have the option to allow the download recorder links to show on the block even if a Creator does not have the "Provision a course" role".

Thanks, Evelin, That setting is enabled at the moment, but our students can see the links for downloading the desktop recorders, which we prefer not to allow.
