I want to insert a panopto video in a moodle lecture and have the progress rate displayed when watching the video and automatic attendance check when the viewing is over 90%. Is this function possible? If it's possible, I don't know how to implement it.

This sounds just like a regular LTI 1.3 with grade sync. First, set up the LTI (link: ) in Moodle, which might require administrator privileges. Then add an LTI with grading and set the percentage watched you want (link: ).
