Allow configurable time to 're-archive' files customizable

Currently it is not possible to change the 30 day hold on re-archiving restored videos. This functionality would be useful for our higher ed environment:

Before the beginning of each semester we ask faculty to check, and restore any videos that they might need. This is done to prevent students from trying to access videos that are in an archived state. However if that video is not viewed within 30 days, it is automatically re-archived (this was confirmed by Panopto support). As semesters are longer than 30 days that means that a video that will not be used until later in the semester gets re-archived due to the general retention policy that we make use of (archive after 13 months of zero views).

The ability to change the 30 day configuration is needed to avoid this situation from occurring however is is currently not possible (again, confirmed by Panopto support).

Panopto support have created a feature request for this - FR-6643 - Rule-Specific Criteria for Preventing Archiving in UX when Restoring Content, but also suggested that I created a post in these forums.
