Ability to set start and end date/time for Notifications - Site - Admin Alert

Similar to folder or session availability settings, it would be helpful to enable Admin users to specify start and end dates/times for the site-wide user alert/notification banner (e.g. use case: when needing to notify users of a scheduled downtime), so that the Admin may schedule the alert in advance and have the alert automatically expire when no longer applicable.
