There's an admin setting to disable seek and variable speed playback on a site-wide basis, but in an environment where there are thousands of creators using Panopto for almost as many different use-cases, we'd like to be able to offer creators the ability to disable seek and/or variable speed playback (independently of each other) for individual sessions (or even on a folder-wide basis).

This is a good option. As a matter of fact, several site-wide settings can be done this way. Default to campus-wide setting but then, allow creator/admin to change per folder or session basis.
