Tighter Chapter Times on Smart Chapters

I'm loving the Smart Chapters (although I'd love for them to work on pre-existing videos as well - but there is already a separate Feature Request out there for that)!
Would I've love even more about Smart Chapters would be if it placed a chapter right where the new "slide" begins, rather than rounding to the nearest 10 seconds.
