I made a video with a adobe video editor on my computer. I uploaded it. Added Table of contents etc... I noticed an error. Edited the original video on my computer. Can this be reuploaded to replace the original video? I can't edit it in the panopto editor obviously.

Possibly. No idea what will happen to the TOC.
Upload it as a new primary video stream, let it process, then delete or hide the original stream.
