Email Creators, not Viewers, when a video is ready on a folder

One use case we have here at Harvard for this would be to notify faculty and teaching staff when a Zoom recording has been uploaded to the course folder via the integration. This would pair well with the Availability window of "Never" on a folder as opposed to having to use the Approval workflow and its overhead of managing a list of publishers, and going into the session to Approve the video.
