Ability to "tag the user appearing in the video"

This would be to tag students, faculty, or staff user records that are appearing in the video asset.
The request would also include exposing this association of the user ID and video ID in the API
To be clear, this would be not a hashtag type of tag #username but an actually lookup tag which could then be exposed to your system user's external ID values
