Panopto as a Blackboard Learn Ultra System Tool

We've just enabled Ultra Base Navigation in Blackboard, and we'd like to have Panopto listed as an available tool in the Tools section. This will help showcase to our end users that Panopto is an available tool. Functionally, we'd like for it to be a link to Panopto that opens in a new tab.
