We would like a way to offer site -wide report access to certain users that we do not want to give full admin rights.

This capacity should be coming with the custom user role functionality in beta (from what we've been told). It isn't quite there today, but it should be in the production version of the feature. (https://support.panopto.com/s/article/How-to-Create-Custom-Roles)
From what I understand, we will have the ability to create individual asset permissions (like creator/viewer) as well as site roles (like Admin/Videographer). The first bit is there now in beta, but the second is not available at this time.
