Another Restrict VSP Option

The new VSP restrictions are great, but there needs to be at least one more option: Always
For some content, having the ability to restrict it only on the first view is great, but there are many other cases where it always needs to be restricted (online language exams, to be specific). The way the setting is described under the Manage tab makes it sound like it is this "Always" case, but it is not.
I think there are two options:
- Give us the "Always" option (please go this route)
- Change the description to match the functionality
