Text to speech feature

Some faculty are requesting a text-to-speech feature which would allow a transcript to be uploaded, changed to speech and then be added to a video.

Yes same here. Panopto should just integrate Elevenlabs, its the absolute best https://elevenlabs.io/
We use Descript and it has a great text to speech AI feature. I suggest Panopto do something like it.
