API access for non-admins

Hello,

I have a user who would like access to the API but is not an site admin nor do we want to give this permission. Does department admin role allow for API access? Can I generate a key for this user?

Additionally, can Panopto pull data if it's a one time request and I give the scopes?

    Yes, you can use department admin for calling the API.

    I don't understand the second part to pull Panopto data. Can you elaborate in more details?
