content retention - ability to create rule for recordings that have not been watched since creation

It is not currently possible to create a specific rule that will target recordings that have never been watched since they were created. i.e. currently it would be possible to create a rule that deletes recordings older than 5 years and no views for 5 years, but that will overlap with other rules and not achieve the desired result e.g. retain teaching content that is occasionally viewed that normally we would keep for 10 years.
We need a way to specifically target recordings that have never been watched since they were created for x period of time, not just a time based rule for views and creation that might overlap with others.

I could definitely see this being very helpful if we could use retention rules to manage storage optimization for given sessions (which would also be a great feature). I don't know that I would use this feature for just flat retention rules, but for more complex actions it would be a great add!
