Captions - Only order paid captions if audio is detected

We've had a fair number of sessions come up in the last few months where a video is captured without a working audio source in a folder that is set up to order captions via a 3rd party integration. The audio not being captured is another issue for another day, but I think there could be some work done here to improve the state of captioning in Panopto.

As has been requested in the past, it would be helpful if we were able to have ASR processed immediately, order pro captions, then replace the ASR captions with the pro captions when they are available, would provide a great user experience when consuming content throughout a course.

The specific ask here is to insert a step in the above where it waits to order the pro captions until after the ASR captions return with speech detected. This would also fit well with the previously discussed topic to implement a queue and better workflow handling for caption jobs (if no words detected, it can still be sent to the pro vendor, but someone needs to approve that request).
