Support Upload and Playback in 4K / UHD (currently only up to 1080p)

Hi all,

currently it is not possible to upload videos in UHD (2160p) and let viewers watch them in UHD quality. The output is 1080p maximum.

However Panopto Capture offers to record (video and/or slides) in UHD - see also https://support.panopto.com/s/article/Learn-About-Capture-Settings - which does not really make sense, if the output format is limited to 1080p.

Especially for blackboard recordings we would like to allow for UHD recordings and output. I know it is also a question of data volume, but for specific recording scenarios, this would help students.

    I would also like to support this, as Zoom recordings usually exceed 1080p when they include screen sharing. This limitation has caused issues with automated processing of videos recorded by our students and teaching staff.
