Make chapters anchored and linkable

It would be really useful for each chapter that you create in a Panopto video to be anchored and for creators to be able to link to that chapter.
So when viewers click on the anchored link, for example:

the videos starts at that specific chapter instead of starting from the beginning.
This would allow for long videos to become more bite-sized.

You actually can sort of do that but it's a manual process. Just add "&start=(# of seconds)" to the end of the link.
For example, this link works (for people on our campus):

Stupidly, only viewers get an option to share a link to a specific time when they click the share button.

@Charles Barbour I am not seeing an official note, but it is in their screenshot of the overhauled sharing experience. I found it on our staging site.
It seems to work for both embeds and for links. I haven't plugged staging into a canvas site, but I assume that will work as well.

Is it possible to add an end time as well? The "&start=x" works fine, so I tried typing "&start=x&end=y", but that didn't work. Any suggestions?
