We realized that we don't have the proper way to achieve your goal with existing API set, we decided to add one method soon. I will update more information when it becomes ready.

We added a new API to get the download URL on Panopto 6.0 release.
It is ISessionManagement.GetVideoDownloadURL and the documentation is here:
