Discussion Setting: "Allow viewers to post comments" off by default

I wanted to see if an option could be added to the Discussion feature in the Panopto Settings that would allow the administrator to turn off the "Allow viewers to post comments" by default so that creators who wanted to use discussions would enable them on a per video basis (vs. them currently having to disable them on a per video basis). Having this control at the folder level would be even better but either option would meet my need. Thank you for considering this request!
