Thumbnail not updating

Hi,
I'm not sure whether this is a bug. One of our users is trying to update the thumbnail of their videos following the instructions available at:
The 'Edit' view shows that the thumbnail was updated successfully:
However, after 'Applying' the changes, the thumbnails within the Panopto folder are not being updated:
Can anyone advise please?
