Will a recorder that has an IP address assigned to it for one location work at a different location?

I would say yes 100%. Our tech folks configure remote recorders in their offices on the local network. Then put the PC into it's final location without issues. Each recorder has a uniqueID associated with it indpendent of ANY IP address assigned. And THAT is what the Panopto Admin console uses to manage/ID and represent the remote Recorder in the cloud.

In the screenshot I just included, you'll look for the ID under the configuration tab and then it's listed near the bottom of all the info for the recorder under the ID field, just below the version no. for Remote Recorder.
