Allow folder Creators to adjust the timing for scheduled recordings

Our remote recorder admins schedule course recordings at the beginning of the semester, and it would be helpful if Creators at the folder level (typically teaching staff) could then adjust the timing for scheduled recordings in their folders. Now, if any adjustments need to be made to the schedule, the admins (our media techs) need to do this.
It wouldn't make sense for us to add these folder-level Creators as remote recorder Creators because the recorders are used school-wide, and this would give them too much access. Since they have Creator rights for their course folders, it would make more sense to open up this ability to adjust the scheduled recording timing.
