Add option to keep active sessions to retention policy

We have sessions that are approved to be exempted from our annual archiving and deletion that we manage by adding the 'retain indefinitely' policy to the folder they are in. This results in the sessions previously archived from that folder also being retained and not deleted.

The retention policy requires you to create a rule to delete, hide, permanently delete or archive active content and allows you to have no rule for archived content. We need to be able to do the opposite and have a policy with a rule for archived content but with no rule, or a keep indefinitely rule, for active content.

At the moment this is causing our archive to grow unnecessarily or we have to manually delete content from the archived skipped by the 'retain indefinitely' retention policy.
