Allow Administrators (or anyone) to Process Offline Recordings

I often have people who recorded offline recordings and are not able to upload the content.
Currently, I am able to find the local files and send them to Panopto for processing.
It would be great if I could take the local files from another user, put them into my Panopto Recordings folder, and have them process through the desktop app to upload to the server.
Alternatively, if there were a way to import them to the desktop recorder or the online platform, that would be helpful.

If they've failed to upload and are in a broken state it gets a smidge more complicated, but if they've just not been uploaded yet you should be able to log into the Panopto Desktop Recorder app to upload (from any user account). That is, unless the user who recorded modified the recording directory - if it's the default shared location, you should be able to upload anything that's been recorded on that PC. If it's failed to upload and is in an error state, or if you'd like to move the files to another computer to upload, it's possible to modify the XML to update paths (if needed) and upload. I'll also note that the process changes slightly on macOS vs Windows, but it's possible on both.
If this is a thing that you've seen an uptick in since the last recording client version, Panopto changed how the cookie is stored, and that left the users in a bit of a bad state. The fix isn't too major - have the user log out and log back in ( https://teach.its.uiowa.edu/uicapture-faq#accordion-item-4636-10 ) - but there is a feature request that has come of the problem:
There is also a PowerShell script that Panopto Support has put together, but we are not going that route on my campus.
