Ability to provide timestamped video annotations on other videos

The Australian sign language courses offered at our institution make heavy use of Panopto for a range of course materials and assignments.
It would be especially useful for the ability for instructors (or peers) to provide timestamped video annotations or comments in response to student video assignments submitted to Canvas.
While timestamped discussion notes are possible in Panopto, it's not easy to quickly record and insert a video in response to a moment in a student's video on-the-fly.
