Allow stepping through a video frame-by-frame

We have a request from a faculty member in our Animation program to allow stepping through a video one frame at a time. This would make it easier to review students' animations. If this already exists, please let me know, but it seems like you can only step 10 seconds at a time. I'm not sure about the best implementation; maybe a folder/video level option to make the right/left arrow scrubbing either 10-second increments or a single frame?

Panopto should adopt the YouTube player shortcuts. Then you could pause and use the , and . to move forward and backward 1 frame at a time.
