Use captioning results for additional handling

It would be helpful if ASR was run on all videos that have caption orders (either ASR alone or professional captions) to fill the gap between when content is produced and when the pro captions are ready. Once we have that as a consistent thing for all videos where captions are needed, we could also have some rules based handling for sessions based on the results of the initial ASR pass:
- No words/audio detected in ASR/unable to process ASR
- Prevent professional caption order (!)
- Raise an error (so we can track that, in case there is a problem with the room) and optionally inform the content creator
- Flag session as potentially needing Audio Description
- Unable to process professional captions
- Prevent additional professional captions orders (if the video is moved away from the folder then back, or to another folder that requests captions)
- Flag the session as potentially needing Audio Description
- Optionally inform the content creator
- If both ASR and professional captions are processed (or if ASR captions are corrected by a user)
- Replace the ASR captions with the professional captions in the language track that is set on the video (vs. all professional captions orders going into "Default")
- Allow us to extract the words that changed between the two transcripts for potential use in our site dictionary - even better if this was a guided process
