Folder Accessibility Services: Include child folders

When setting up accessibility services for a folder, there should be an option to include child folders (both current and new) in the change.
The use case would be that we set up professional captions for a course folder, and all child folders below that folder also have the same service(s) enabled. Right now, if an instructor creates a new child folder under their course folder, we either need to proactively search for these cases, the instructor needs to notify us, or set up an API worker to hopefully catch these new folders before content is created.
