Notify admin of API token when a user is deleted
When a user is removed from Panopto, there are no notifications that inform the administrator whether the user being deleted has any personal API keys. This has led to some of our systems breaking when users have left the company and we've performed cleanup of the user database.
Note, a notification is displayed to the admin performing the deletion that content will be reassigned; it would be nice to have a similar message for API tokens.
