Win11 remote recorder - use camera while recording

In windows 11, in settings, under camera, you can allow for a camera to be used by multiple apps simultaneously. When using the camera as the source for panopto, preview must be disabled to use the camera in windows using these instructions:

Doing the above allows for the camera to be viewed in windows, as long as its not currently recording. I would like to be able to use the camera in windows regardless of the recording state. Because windows allows for cameras to be used by multiple apps, I feel like this would be possible.
