Adjustments to "Change Owner" Notifications

The new bulk change owner feature is great, however, the notifications that it sends to users is going to be a problem in some cases. If we are going to mandate the notification, we should at least be able to configure the email that it sends so it either comes from or has reply to set for an internal/known email address. We should also be able to place contact information and specific instructions in that email.
Finally, I think this email should be opt-in or at least have it be something that can be suppressed. Almost all of these situations are going to be something where a user makes a specific request to transfer content, we're already in contact with the users, and I don't want/need Panopto sending them another email.
