Question regarding the bookmarks in the description of a Panopto Video

A member of my team asked me the following. I wondered if the community had experienced similar or perhaps had a better workaround for this:
I would like to find a way of adding hyperlinks to certain chapters in the description of a Panopto video. I've created bookmarks in the video but the bookmarks are only available on my personal Bookmarks page. I have added custom chapters in the Editor, which displays in the Contents panel, I've turned off Smart Chapters which floods the Contents of the panel. I think that is a work around, but wonder if Panopto can do anything to add interactivity to descriptions of Panopto video, at the moment it only displays plain text.
