Add "Webcast" as an option in User Presets

I have users that want to webcast every recorded session, but sometimes forget to check the box. It would be beneficial to have their User Preset be able to dictate that all of their sessions are webcasted, similar to "Capture User's Screen" or "Video and Audio" defaults.
