I have a recording where an instructor, who speaks Japanese, is giving training. But, there is also an English translator that is providing translation. So, the instructor speaks for a few seconds, stops, and then the translator does his thing. Is it possible for the Transcription Service to handle just the English part?

My bet would be in the "Probably not" camp just based on previous experience I have had with various caption services. Maybe if there is some coordination where they know you are not expecting total coverage, there might be something there, but I would not expect that to be the case.
Just had a discussion with Jonathan Boyle of the Panopto team. He is going to check on this for sure.
