Display Folder Descriptions in the UI

I would like to see Panopto display in a few locations, the top one (and the point of the request) would be to display the folder description above the folder contents/controls
Along with the above change, I think it would fit to add this description to department home pages and Podcast feeds so the look is uniform no matter where you are looking at a folder. This also follows what happens for sessions, the session description is displayed in the folder view matches the folder description displaying in the all folders list. As it is currently, a session description is available within the viewer, but when you are looking at the contents of a folder, you cannot see its description as a viewer.
